Applications must be initiated by authorised persons, the applicants, through the portal. Applicants can be accredited on the portal directly by the institution's point of contact, who is appointed by the head of the institution.

The Authorisation portal of the ECB has been available online since the 27th of January 2021 for credit institutions directly supervised by the ECB.

All financial institutions and insurance undertakings seeking to submit an application with the Authorisation Directorate of the ACPR (which covers authorisations, licences, notification and reporting) must use the Authorisation portal for all these submissions.

As of the 2nd of May 2019, paper application files are no longer accepted for these procedures.

Applications must be initiated on the portal by authorised persons, the "applicants". They can be accredited on the portal directly by the "institution’s point of contact", the latter being appointed by the head of the institution.

Institutions that have not appointed a point of contact can use the appointment form to do so.

Covered procedures

 

Banking Governance:

Instruction No 2021-I-01: appointment or reappointment of effective managers or appointment or reappointment of a member of a body of the institution.

  • All institutions, except for credit institutions under the direct supervision of the European Central Bank (significant institutions), must file disclosures in the event of the appointment or reappointment of a managing director and a member of a body of the institution using the online forms on the ACPR’s Authorisation Portal.

  • Credit institutions under direct supervision by the European Central Bank (significant institutions) must use the electronic forms available online on the ECB’s Portal (Banking supervision portal).
  • All institutions (including credit institutions under direct supervision by the European Central Bank) must use the electronic form available on the ACPR’s Authorisation Portal for renewals of membership of corporate bodies without any change of status.

 

Appointment of an agent for the provision of payment services:

  • Declaration of an agent for the provision of payment services in France: form
  • Notification of recourse to an agent so as to provide payment services in another Member State of the European Union or in another State party to the Agreement on the European Economic Area: form

Instruction No 2018-I-09: Appointment or renewal of effective managers and key function holders (for institutions subject to Solvency II) [supersedes Instruction No 2017-I-08]

Instruction No 2018-I-19: Appointment or renewal of executives (for institutions that are not subject to Solvency II) [supersedes instructions No 2015-I-02 and 2017-I-10

As of the 19th of June 2020, all insurance undertakings must carry out their declarations pertaining to the appointment or renewal of effective managers or key function holders using the electronic forms available online, on the ACPR’s Authorisation portal.
