Conférences académiques Financial Regulation – Stability versus Uniformity A focus on non-bank actors
La Banque de France et l’Autorité de Contrôle Prudentiel et de Résolution ont organisé le 28 septembre 2015 dans l’auditorium de la Banque de France une conférence internationale sur la règlementation prudentielle des entités ou des activités d’intermédiation financière effectuées en dehors du secteur bancaire (assureurs, gestionnaires d’actifs, infrastructures de marché). Elle a réuni des banquiers centraux, des régulateurs et superviseurs internationaux, des universitaires de haut niveau et des représentants de l’industrie financière. Après l’allocution introductive du Gouverneur Noyer, Jean Tirole, prix Nobel d’économie 2014, a analysé les risques liés au développement du système financier parallèle (Shadow banking). Les intervenants ont notamment établi un premier bilan des initiatives réglementaires mises en avant dans le domaine bancaire depuis la crise financière et en ont étudié les conséquences pour les réglementations qui touchent les autres grands acteurs financiers. Les débats ont porté en particulier sur le rôle de la réglementation des fonds propres et la dimension éventuellement systémique de ces institutions ainsi que sur les enjeux liés à la résolution ordonnée de ces institutions en cas de faillite.
