Insurance Supervision Directorates are responsible for the individual and permanent supervision, off-site and on-site, of institutions in the insurance sector. They supervise all types of insurance institutions.
« Brigades » act as an expertise pole on prudential and regulatory issues related to the insurance sector. As such, they contribute to the development of the position of the Autorité de contrôle prudentiel et de résolution on issues regarding prudential regulation, its evolution and implementation.
The second Insurance Supervision Directorate (DCA2) includes brigades 5, 6, 7 and 8.
The Cross-functional and Specialised Supervision Directorate carries out cross-functional and specialised inspections concerning all institutions operating in the insurance sector.
• The Cross-Functional and Specialised Supervision Directorate includes:
○ the Internal Models Division
The Internal Models Division is responsible for providing a support and an expertise to supervision units as part of the approval process of internal models provided for in Solvency II Directive, especially by carrying out and/or participating in on-site inspections as well as ensuring a technical and regulatory surveillance regarding internal models of insurance institutions.
○ the Supervision of Anti-Money Laundering (AML) procedures Division
The Supervision of AML procedures Division is responsible, together with supervision units, for on-site and off-site inspections on fight against money laundering and terrorist financing in the insurance sector as well as expertise functions for issues specific to the insurance sector.
○ The On-site Inspection Team of Insurance Institutions
The On-site Inspection Team of Insurance Institutions is responsible, together with supervision units, for carrying out on-site verification inspections of insurance undertakings and mutual insurers. Theses inspections relate in particular to information systems, quality control and data availability as well as audit trail control. This Division is made up of inspection units under the responsibility of heads of missions. Heads of missions act on behalf of the General Secretary.
